your art skillz! They actuall have REAL prizes, such as gift certificates

The
Anime Art Academy (AAA) can help you boost your computer coloring
skills with their black and white coloring bin. Some of the pics
there are really nice!
The
Art Corner is a great place to start off. They're a great group
of people who critique other peoples' works as well as their own.
If you don't have a scanner, they also offer to hook your up with
someone in your area who does.
Comic
Book Art Tips is not a page specifically devoted to anime, but
it does give good tips on how to keep things in porportion and gives
detailed advice on how to draw female and male bodies.
Comictones
sells all sorts of items specifically for the doujinshi-wannabe.
Some items include screentones, G-pens, and doujinshi paper.
Designs
By Mark is full of useful Photoshop tutorials from making a
simple sphere to extracting foreground images from background images.
Douji
is a great place to try out your manga and comic skills. Submit
your own Doujinshi for others to read, or participate in the Monthly
Online Manga contest!
DoujiArt
has a nice Doujinshi guide that helps you make a lightbox, drawing
tutorials as well as some guides to names, slang, and other words
in Japanese.

To Draw Manga is another store where you can buy G-pens, manga
paper, and screentones. They also sell many guidebooks (in English!)
about making your own manga.

is an relatively new forum where you can get your work posted and
critiqued while
meeting other amatur anime artists as well.

Manga University is a promising site that already has plenty
of in-depth tutorials not only for drawing manga, but objects and
art in general.
